Obviously he has to be willing to sign a new deal for the trade to go through. The Broncos have a deal set up with him. If he wanted to, he could refuse to sign a new deal with the Eagles and thus force the Eagles to drop out. Now, he almost certainly won't do that, but he certainly has some say in the matter. Even if the price is a 4th and 5th instead of 5th and 6th, it would still be worth it to have a proven player who is hungry to play in a system in which he fits.
